On our server we introduced a Rarity Items system. Your items can get one of the rarity classes when they drop from monsters, are obtained from quests, or crafted.
The stat level from the rarity, as well as the rarity level itself, can be changed with gems, which you can get from Gem Box, Super Gem Bag, or Perfect Gem Box.
With these gems you can also enchant a normal item to give it rarity status, increase its rarity level, change its bonuses, and change the values of those bonuses.
These boxes and bags can be obtained from bosses, Temple Casino, and crafting.
